NW Philly Permit Watch: Week of September 14, 2026
Permits issued September 14 through September 21, 2026. One hundred fifty seven permits, at 118 addresses, across the eight Northwest Philadelphia ZIP codes.
Three weeks ago we told you the old Dodge Estate service buildings on West Clapier Street had come down and the lot had been split into nine. The obvious next question was what goes on those nine lots. On September 18 we got the answer, and it arrived all at once: nine zoning permits, issued the same day, one per lot, each for a detached single family house.
That is the whole reason this column exists. A lot line permit that looked like paperwork on September 1 turned into a nine house subdivision seventeen days later, and nobody sent out a press release about it.
Elsewhere this week, the Simons Recreation Center rebuild took six more permits and finally told us something specific about what is going inside. A former guitar shop on Ridge Avenue is close to finished becoming four apartments. And somebody is plumbing a new restaurant at Andorra.

Germantown
419 W Clapier Street: nine houses permitted on the old Dodge Estate service yard
Nine zoning permits were issued here on September 18, all the same day, each one for the erection of a detached structure up to 38 feet high for use as single family household living. Five are plain house lots. Two include one accessory off street parking space each, off a shared driveway. Two include four spaces each, also off a shared driveway. Owner of record is 419 Clapier LLC.
The sequence in the permit file, if you want the whole arc: a lateral sealed for demolition in November 2025, a zoning permit for complete demolition of all structures on the parcel later that month, a demolition permit in January 2026, the lot line relocation creating nine lots on September 1, and now nine house permits on September 18. (We covered the demolition and the designation fight that preceded it in the September 4 issue. Everything here was permitted, and nothing about it was improper.)
One caveat worth holding onto: these are zoning permits. Building permits, which is when a shovel actually matters, have not been issued yet.
5915-41 Germantown Avenue: sprinklers are going into the old high school
A fire suppression permit was issued September 16 for a new NFPA 13 system throughout the building, including a six inch main fire service line and a six inch backflow prevention assembly. This is the former Germantown High School, now permitted for 106 apartments, which we identified last week out of the building’s own permit history. A full building sprinkler system is roughly the plumbing equivalent of a progress bar, and this one just moved.
5501 Germantown Avenue: HVAC work at a city owned museum
Two permits, electrical on September 14 and mechanical on September 19, for upgrades in the basement and on the first and second floors, including replacement of an air handling unit and its ductwork. The mechanical scope says “existing museum” and carries PHC approval, meaning the Historical Commission signed off on the work. Owner of record is the City of Philadelphia. The permit does not name the institution, so neither will we, but if you walk that stretch of the avenue you already know the building.
6237-45 Germantown Avenue: a shop and a prepared food place in the new building
A zoning change of use was issued September 15 for Retail Sales, Consumer Goods, plus an Eating and Drinking Establishment, Prepared Food Shop. That is the four story building that went up on this site after the original structure was demolished in 2022, permitted for construction that November and finished out through 2024.
The ground floor fit out has been moving steadily since spring: alterations in May, an ADA restroom and rough underground plumbing in June, electrical in August, HVAC on September 1, and now the use permit. Owner of record is AR Dev 2 LLC. No tenant is named anywhere in the file, and we are not going to guess at one.
600-02 E Chelten Avenue: a laundromat
An interior alteration permit was issued September 21 for a change of occupancy to a Group B self service laundromat in an existing tenant space. The building is the one story retail row put up in 2012, on the site of a grocery store that burned and was demolished in 2007. Owner of record is 600 East Chelten Assoc LLC.
5707 McMahon Avenue: an animated sign
A sign permit was issued September 14 to replace an existing double faced free standing sign with an electronic message board, animated. Owner of record is Shepherds Heart Ministry. We flag sign permits because they are usually the first public hint that a tenant is changing. This one looks like a straightforward upgrade rather than a change, but it is the only sign permit in the entire window, so it gets its moment.
Three make safe permits, all in Germantown
4904 Knox Street, to repair fire damage under case CF-2025-065985. 228 E Haines Street, for partial replacement of the front exterior masonry wall under case CF-2025-067814. And 501 Hansberry Street, structural repair to an exterior wall and roof, resolving case CF-2020-025946.
Look at that last case number again. It is from 2020. Six years is a long time for a wall to wait.
Mt. Airy
7600 Germantown Avenue: three new construction permits, and a zoning permit that does not quite match
Three residential building permits were issued September 14 for the erection of attached structures for single family household living, with sheeting and shoring per a geotechnical report. Owner of record is Cresheim Green Associates LP.
Here is the wrinkle. The zoning permit at this address, from January 2025, describes something different: two detached structures containing interior parking (six spaces in one building, ten in the other), plus a four space accessory surface lot and an access driveway serving an existing structure. Attached single family houses and detached buildings with interior garages are not the same thing. We are showing you both because we cannot reconcile them from the permit data alone, and we would rather hand you the discrepancy than quietly pick one.
7133 Germantown Avenue: the Sedgwick keeps ticking
A plumbing permit on September 17, filed as routine alteration work. On its own it is nothing. In sequence it is the Sedgwick Theater restoration continuing: facade renovation and Level II alterations in June, ductwork in July, a 2000 amp service in August, two baseboard radiators carrying PHC approval on September 11, and now plumbing. We have been watching this one since last week and it has moved every week since.
6445-55 Germantown Avenue: a fire pump at a long term care facility
An electrical permit on September 17 to install a fire pump. The address is a long term care facility (the permit file’s older scopes describe it that way, including a dialysis center added on the ground floor in 2019), and this is the third permit in the fire pump sequence: the pump itself was permitted onto the existing NFPA 13 system in March 2025, the wiring in September 2025, and the electrical connection now. Slow and steady, which is how life safety work usually goes.
128 E Phil Ellena Street: a new house, fully sprinklered
New construction permit September 15 for a three story semi detached building with rear balconies and a deck, for use as a single family dwelling, fully sprinklered. Plumbing permits for water distribution and exterior building drainage followed on September 17.
East Germantown and West Oak Lane
1601-35 E Walnut Lane: Simons Recreation Center, and now we know what is going inside
Six permits in this window, and one of them is the most specific thing we have seen about this project yet. An electrical permit issued September 15 installs a 225 amp subpanel to supply power to, quoting the permit directly, the STEM lab, broadcast room, and podcast room.
A STEM lab, a broadcast room and a podcast room. At a rec center in West Oak Lane. That is worth knowing.
The rest of the week there: HVAC appliances and ductwork on September 14. Two plumbing permits on September 15, one for underground piping serving bathrooms and the mechanical room, one for a ductile iron domestic service line and onsite stormwater. A four inch backflow preventer and sprinkler system on September 15. And on September 16, an eight inch fire service line for an automatic sprinkler system with a backflow assembly and a fire pump.
An eight inch line with a fire pump is not a small building. We flagged this reconstruction on September 8 as a roughly $10 million job hiding behind a one line millwork permit. It is now unmistakably underway. Owner of record is the City of Philadelphia.
Three houses that look like twelve permits
6628 Hollis Street took five permits between September 18 and 19: a zoning change of use back to Residential, Household Living, Single-Family, alterations to an existing one family dwelling, new ductwork and warm air appliances, a new deck, and plumbing repair. 1380 E Haines Street took four on September 16: a 200 amp service and rewire, ductwork, alterations, and a plumbing permit covering three water closets, three lavatories, two tubs, a kitchen sink and a laundry outlet. 5543 Morton Street took three.
None of those is a cluster of separate projects. Each is one house being taken apart and put back together, which is what a gut renovation looks like from inside the permit data. (No owner names here, because these are houses. More on that below.)
Roxborough
701 Cathedral Road: a restaurant is being plumbed at Andorra
A plumbing permit was issued September 15 for full installation of all plumbing fixtures needed for a new restaurant, as shown on plans. That address is the Andorra shopping center, owner of record Andorra Associates, and it carries 368 permits on file going back decades, so a single permit there is almost always one tenant space rather than the whole center.
The run up is all in the file: Level II alterations with new partitions, doors and counters on July 12, low voltage data and audio cabling on August 4, a new HVAC system and a sprinkler head relocation on August 17, a 200 amp subpanel on September 3, and now the fixtures. The permits do not name the restaurant. We will tell you when a sign permit does.
7026 Ridge Avenue: the guitar shop is becoming four apartments
A fire suppression permit was issued September 21 for a new NFPA 13R system throughout the building, with a two inch main fire service line. NFPA 13R is the residential standard, and a sprinkler permit is usually one of the last big trade permits before a conversion is finished.
What makes this one fun is that the building tells you its own history. In 2008 and 2009 it took permits for the extension of an existing sales and repair of guitars business into a new two story rear addition. In March 2026 the zoning flipped to Residential, Household Living, Multi-Family. In April, a change of occupancy and Level III alteration permit created four dwelling units. July brought ductwork and a 400 amp service with five meter packs, which is the tell for four units plus a house meter. Owner of record is Nyzio Baker Real Estate LLC.
5546-48 Ridge Avenue: excavation for foundation waterproofing
An excavation permit on September 15, following a building permit on September 3 for foundation waterproofing to resolve violation CF-2026-066196. Owner of record is Looking Glass Properties LLC. The space was a bicycle shop in 2018 and took a prepared food shop change of use in 2023. Water in a basement is not glamorous, but it is the kind of thing that stops a storefront from opening.
Chestnut Hill
8617 Germantown Avenue: a food and grocery use on the avenue
A zoning change of use was issued September 16 for Retail Sales, Food, Beverages, and Groceries. Owner of record is 8617 Germantown Ave LP. The building has Historical Commission history already: a 2014 alteration permit reconstructing the existing bay window required PHC staff to review the shop drawings. No tenant is named on the filing.
8430 Germantown Avenue: interior demolition a few doors down
An interior demolition permit for non load bearing partition walls and ceilings, issued September 21. Owner of record is Bowman Properties Ltd. The building has been a nail and hair salon with facial and massage services since at least 2008, with two dwelling units above. Interior demo often precedes a new tenant, and sometimes it just precedes a refresh. We will watch for a use permit.
East Falls
3300 Henry Avenue: two more permits on the behavioral health fit out
A sprinkler head relocation on September 18 and a new HVAC system with ductwork and registers on September 21. We have been watching this address since September 8, when the surrounding filings described a behavioral health build out. Still no operator named on anything.
2682 Deacon Street: a new house
New construction permit September 16 for an attached structure with a front porch, cellar and roof deck reached by a roof deck access structure, for single family household living, plus an excavation permit the same day.
Manayunk and Cedarbrook
Seven permits in Manayunk and five in Cedarbrook, all routine: service upgrades, water heaters, a kitchen remodel, a re-roof. The closest thing to news is an interior demolition of non load bearing walls and ceilings at 7807 Rugby Street in Cedarbrook, which sometimes precedes a renovation and sometimes precedes nothing you would notice.
Manayunk runs thin most weeks and this was one of them. That is not a gap in our coverage, it is just what the data says.
Patterns
Nine permits, one project. 419 W Clapier is nine separate permit numbers and one development. Simons is six and one. 7600 Germantown is three and one. If you ever see a raw permit count used to describe how busy a neighborhood is, remember that a single builder can move that number by ten in an afternoon.
Nothing came down. Zero full demolition permits and zero minor demolition permits across all eight ZIP codes in eight days. The only demolition permits in the window are for interior non load bearing walls. Three make safe permits went the other direction entirely: someone being told to stabilize a building rather than remove it.
Nothing was subdivided either. Zero lot line relocations, for the second window running. Lot line work is the single best leading indicator in this dataset, since it tends to run anywhere from eleven months to three years ahead of an actual building, so two quiet weeks is worth noticing even though a non event is a strange thing to report.
Germantown Avenue, end to end. Eleven permits at eight different addresses on Germantown Avenue alone, running from 5501 in Germantown up to 8617 in Chestnut Hill. The avenue turns up in this column every single week, and this week it carried a museum, a high school conversion, a theater, a long term care facility, a prepared food shop, a grocery use and a salon.
Germantown and East Germantown, again. 43 permits and 30 permits, which is 47 percent of the window between two of the eight ZIP codes. Those two have been the top two in all five issues of this column.
A note about the data
Two things about this particular window.
First, it is eight days rather than seven. Monday September 14 was missing from the city dataset entirely when we pulled last week’s issue, so rather than skip it we started this one on the 14th. It was there this time, with 210 permits citywide, so nothing fell through.
Second, Monday September 22 is missing from this pull for exactly the same reason. The dataset runs about a day behind. We will fold the 22nd into next week rather than pretend the day was quiet.

We do not print property owner names on residential permits. The city publishes them and we could, but a permit on your house is not news about you. Companies, LLCs, developers and institutions are named where they appear, and where an owner name in the data is truncated or ambiguous we leave it out entirely.

How to read this
A permit is not a building. Everything above is a permit that was issued, not a project that is finished or even started. Plans change, financing falls apart, owners sell. We write “a permit was issued for” rather than “they are building” on purpose, and you should read it that way.
We do not speculate about what a business is planning. If the permit says a restaurant, we say a restaurant. If it does not name the tenant, we do not guess at one, even when we have a hunch. Several items above have obvious follow up questions that we are deliberately not answering, because the data does not answer them.
We do not connect a project to a developer reported elsewhere unless the permit itself says so. Where we use information from outside the permit data, we say where it came from.
No owner names on residential permits. Explained above, but worth repeating: the city publishes them, we do not.
Where this comes from. The City of Philadelphia Licenses and Inspections building and zoning permits dataset, pulled directly from the city’s open data API for ZIP codes 19118, 19119, 19127, 19128, 19129, 19138, 19144 and 19150. We filter, cross reference each interesting address against its own permit history going back to 2007, and write up what actually matters.
