NW Philly Permit Watch: Week of August 27, 2026
Permits issued across all eight Northwest Philadelphia ZIP codes, August 27 through September 3, 2026. One hundred and sixty eight of them, at 112 addresses. Here are the ones worth your attention.
We owed you a week, so this issue covers eight days instead of the usual seven. That turned out to be lucky timing, because late August is apparently when a lot of Northwest Philadelphia construction quietly stops being paperwork and starts being actual work.
The single biggest thing this week is on one block of East Chelten Avenue. Three separate three-story apartment buildings, at 821, 823 and 840, all received their fire suppression permits on the same day. That is sixteen new dwelling units on one block. All three were zoned in mid 2025, all three got their building permits on the same day in March, and all three crossed the sprinkler milestone together on August 28. Whoever is running that schedule is running it tightly.
The other thing to know is on West Clapier Street, where a single lot is about to become nine. Neighbors fought to save what stood there and lost, twice, and the buildings came down. That one is further down, and it is the piece of this issue worth reading properly.
Worth knowing about
Germantown
419 W Clapier St. A zoning permit was issued on September 1 for a lot line relocation creating nine lots out of one. That is the permit. The history behind it deserves more of your time.
What stood here were the service buildings of the Dodge Estate: a carriage house, a coachman’s residence, a greenhouse, a garage, a gardener’s cottage and the grounds around them, built in phases between roughly 1855 and 1963. They belonged to the house next door at 5000 McKean Ave until the parcel was subdivided off in the 1950s. Owners over the years included H.L. Carson, G.S. Strawbridge and J.M. Dodge.
In October 2025 the neighborhood group SoLo Germantown nominated the site to the Philadelphia Register of Historic Places, and neighbors, researchers and preservationists turned out to speak for it. The Committee on Historic Designation voted 5 to 1 to recommend rejection, finding the nomination had not shown the property met any of the criteria for designation, while leaving the door open to a revised submission. The Historical Commission declined to designate on November 14. SoLo Germantown filed a revised nomination nine days later. Staff recommended rejecting that one too, writing that the buildings lacked a distinctive architectural style and that “affluence alone is not a measure of historical significance.”
The demolition paperwork moved on its own schedule. A plumbing permit sealed the lateral for demolition on November 17, three days after the Commission declined. A zoning permit approving complete demolition of every structure on the parcel followed on November 25, two days after the revised nomination was filed. The demolition permit in the city’s records is dated January 24 and specifies hand demolition only.
All of it was permitted, and none of it was improper. But buildings that had stood on that ground since the 1850s are gone, the lot is now nine lots, and nothing has been filed yet saying what goes on them. If you want to understand how Northwest Philadelphia actually changes, this is the entire mechanism in one address.
The affordable housing three. 42 Reger St, 44 Reger St and 30 Good St were each zoned on January 2 of this year, and all three zoning permits say the same two words in the scope of work: affordable housing. Building permits followed in spring. This week all three drew their electrical and mechanical permits, which is the stage at which a house stops being a plan.
207 E Penn St. Subdivided into three lots last October, three attached two-story single-family houses permitted in June, and this week all three drew electrical and mechanical permits on the same day. Same story at 260 and 262 E Bringhurst St, where one lot became two last October and two semi-detached houses are now wired and ducted.
503 E Ashmead St. A make safe permit, issued to comply with a code violation, covering partial demolition and repair or replacement of the front porch, the exterior rear wall and framing. A licensed Pennsylvania professional engineer is required to monitor the repairs. Make safe permits are worth watching because they mean the city considered the structure unsafe as it stood.
328-30 W Queen Ln. Site work and general earth disturbance for on-site water service distribution, per approved plans.
East Germantown and West Oak Lane
821, 823 and 840 E Chelten Ave. The cluster described above. 821 and 823 are six units each, 840 is four. Beyond the fire suppression permits, 823 also picked up an excavation permit on September 2 with a temporary excavation support system, and 840 got HVAC on September 1 and a 300 amp electrical service with four 125 amp panels and a fire alarm system on September 2. 821 had already taken a 400 amp service in late August.
1366 E Haines St. A commercial building permit was issued August 27 for new construction of a three-story building, three dwelling units. This one has the longest arc of anything in the data this week. The house that stood here was demolished in 2018 under the city’s own demolition program. It was zoned for a new attached structure in December 2021, that permit was amended this past June to remove a planned roof deck, and now, eight years after the lot was cleared, there is a building permit. Patience, or paperwork. Possibly both.
Mt. Airy
600 Burnham Rd. A demolition permit was issued September 2 for the complete demolition of an existing detached two-story masonry and wood structure, by mechanical methods, with a site safety demolition plan required on site. The July zoning permit put it plainly: complete demolition to create vacant lot. Nothing has been filed about what comes next.
406 W Mount Pleasant Ave. Level II alterations to an existing structure, including partial demolition, new partition walls, finishes and accessibility improvements throughout, adding two dwelling units to an existing multi-family building.
6519 Belfield Ave. Two zoning permits on the same day for the erection of an attached structure.
Also: a fire suppression system for new construction at 227 E Sharpnack St, and a rear deck at 138 W Upsal St.
Roxborough
6168 Ridge Ave. New Ridge Brewing. An electrical permit was issued August 28 to replace minimal existing wiring. We flagged this address in our first issue after a rebuild permit appeared seven months on from the fire, and said the thing to watch for was trade permits following the building permit. This is one. It is a small permit and it is not an announcement of anything, but it is the difference between a permit on a shelf and an electrician in a building.
5546-48 Ridge Ave. A commercial building permit for foundation waterproofing, issued to comply with a code violation, with a separate permit required for the excavation work and a Streets Department approval already on file.
Also: a change of use at 4331 Dexter St to single-family household living, and a solar panel installation at 717 Ivins Rd, the only solar permit in the eight ZIPs all week.
Chestnut Hill
8200 Germantown Ave. A permit was issued for two non-illuminated flat wall signs. We say this every time and we will keep saying it: sign permits are the most reliable early tell that a tenant is changing. Nothing on the filing says who.
31 W Bells Mill Rd. A zoning permit for new additions to an existing single-family structure, not to exceed 38 feet in height.
East Falls
3300 Henry Ave. A commercial building permit for Level II alterations to the fifth floor of a behavioral health institution, including partial demolition, new partition walls, finishes and accessibility improvements, for use as previously approved.
2801 Fox St. One non-illuminated flat wall sign, following a July zoning permit to remove the existing sign and put up a new one. This building has been a treatment center since a full fit-out in 2007.
Cedarbrook
915 E Mount Pleasant Ave. A fire suppression permit for a residential sprinkler system in a three-story structure with a pilot house, new construction.
7604 Williams Ave. An operations permit for an assembly use tent, temporary, with occupancy as posted and no cooking or heating permitted inside.
Manayunk
One permit in the entire eight days. That is not a typo, and it is roughly normal for 19127 in this data.
Patterns
Germantown is quietly filling in. Twelve separate Germantown addresses took new construction trade permits this week: 207 E Penn, 218 Shedaker, 260 and 262 E Bringhurst, 328-30 W Queen Ln, 42 and 44 Reger, 4635 Germantown Ave, 49 E Earlham, 512 Brinton, 53 E Pastorius and 5642 Morton. Almost all of them are single-family houses on lots that were subdivided or sat vacant. Germantown accounted for 65 of this week’s 168 permits, and East Germantown another 31. Between them, the two neighborhoods are more than half of all permitted activity in Northwest Philadelphia right now.
Subdivision is the mechanism. 419 W Clapier going to nine lots, 207 E Penn to three, 260 E Bringhurst to two. If you want an early read on where the next houses go, watch lot line relocations, not building permits. They come first, sometimes by a year.
Where nothing happened. No permits this week at 7101 Germantown Ave, the Mt. Airy church-to-theater conversion we wrote about last time. Nothing at 6177 Ridge Ave, nothing at 5915-41 Germantown Ave, and nothing at 200-20 W Chelten Ave. All four stay on the watchlist.

Every permit issued in the eight ZIP codes between August 27 and September 3, grouped by neighborhood, newest first. We do not print the names of people who own houses. The city publishes them and we could, but a neighborhood brand naming individual homeowners because their water heater failed is not the kind of neighbor we want to be. Commercial projects, LLCs and developers are fair game, because they operate in public.

How to read this
A permit is not a building. Everything above is a permit that was issued, which is not the same as work that is happening. Permits get issued and never acted on. Plans change, financing falls through, addresses get typed wrong. We write “a permit was issued for” rather than “they are building” because that is genuinely all the data supports.
Where this comes from. The city’s Licenses and Inspections building and zoning permit records, published as open data and queried directly. We pull the eight Northwest Philadelphia ZIP codes every week: 19118, 19119, 19127, 19128, 19129, 19138, 19144 and 19150. When something looks interesting we go back and read every permit ever filed at that address, which is usually where the actual story is.
